A launch needs a clear answer to three things: what is new, why it matters, and who it is for. Everything else in the media plan follows from those.
The practical starting point is a short brief covering the product or milestone, the target audience, the evidence you can stand behind, the spokesperson and the timing. If there is an event, add the venue, the programme and what the press will be able to see.

Agree who does what, early.
Launch support can cover media strategy, press invitations and journalist coordination, press support on the day, and coverage follow-through afterwards. Which of those apply is agreed for the specific brief rather than assumed.
